Cross Timbers Consulting is a small, veteran-owned business. Tom Edwards, owner, has over 35 years of civil engineering design experience, having specialized in working with Native American Tribes across the country. Cross Timbers specializes in providing technical assistance to tribes with regard to their transportation programs.

Our staff experience is very broad and very in-depth. Starting a new company allowed us to hire staff with exactly the type of experience that we were looking for – transportation related experience working with Native American Tribes.

We understand that a company doesn’t really complete projects, people do. It is that experience that allowed Cross Timbers Consulting to be formed.



Our staff realizes the importance of developing and maintaining good working relationships with our clients. Our reputation depends upon providing good customer service. We understand that providing good service is an integral part of our job and not just an extension of it. Our company’s most vital assets are our clients. Grant Writing:


CTC has recently expanded our grant writing services. In the last 2 years, we have assisted several Tribes with the preparation of grant applications in transit, transportation safety, and emergency management. These grants have totaled around $1 million. With the success of these grants and the promise of funding opportunities with the BIL, we have hired additional personnel for research and grant writing expertise.
